rancis Loh was Prof of Politics in Universiti Sains Malaysia, Penang, where he taught from 1979-2012. A Malaysian, he graduated from Dartmouth College (summa cum laude, 1974) and received his PhD from Cornell University in 1979 (Government and Southeast Asian Studies). He has held Visiting Fellowships in Kyoto University, the School of Oriental and African Studies London, University of Melbourne and Monash University, where he also taught (1986-1989).
