rancis Loh was Prof of Politics in Universiti Sains Malaysia, Penang, where he taught from 1979-2012. A Malaysian, he graduated from Dartmouth College (summa cum laude, 1974) and received his PhD from Cornell University in 1979 (Government and Southeast Asian Studies).
