The booklet was worked on by a group of thinkers at King Abdulaziz University in Jeddah following the production of a manuscript by Umer Chapra. The work is divided into four parts: one on conceptual issues, another on policy matters, a third on international matters, and a last on theoretical frameworks of the field.

The work, originally published in Urdu in 1969, intends to put forth the specifics as to how an interest-free institution can fill the role of a bank in the modern economic world. The author's premise is that interest is completely prohibited in the Shar'iah. His book sets forth a vision of the organization of an interest-free banking system. The work is divided into nine chapters. The first deals with founding the bank; the next, with some business aspects of the organization such as Mudarabah and shareholding.

This study proposes a selection of different ways to allow for interest free financing for rural development. It explains how Islamic banks can play a positive part in improving the state of the rural underprivileged. Chapter one discusses rural development, reasons for the existing poverty, and obstacles standing in the way of change. The second chapter addresses rural development and rural finance. The following chapter expands the discussion by looking at the role of Islamic banks in rural development. The final chapter then concerns itself with legal and institutional support.
