ولد جمال الدين عطية محمد في قرية "كوم النور" إحدى قرى مركز "ميت غمر" التابع لمحافظة الدقهلية بجمهورية مصر العربية في 22-11-1346هـ الموافق 12-5-1928م. تعلم الدكتور جمال عطية حتى درس القانون في كلية الحقوق بجامعة "فؤاد الأول" (القاهرة حاليا)، وتخرج فيها عام 1367هـ/ 1948م، وحاول أن يتخصص تخصصا شرعيا فحصل على دبلوم الشريعة من كلية الحقوق عام 1369هـ/ 1950م، ثم سافر إلى الكويت بعد تخرجه، ثم إلى سويسرا ليحصل على الدكتوراه من جامعة جنيف عام 1379هـ/ 1960م.
