Abstract
The work investigates the fundamental elements that lead to the on-going unhealthy economic state of fishing villages in Malaysia. Although the multiple official efforts have been strong in their drive to free these villages of their economic difficulty, the efforts have not proven successful. The author puts forth a scheme grounded in the Islamic concept of Musharakah. The Musharakah approach acts as a substitute for the debt financing practices now the norm. These old means of finance draw on collateral and on security. One further benefit of such a method is the reduction of the place of intermediary agents. The author's scheme is designed to deal with this problem of continuous rural poverty. _x000D_ _x000D_
