Examines the Bush Administration's approach to combating global financing of terrorism. The author argues that the Administration began this campaign based on faulty premises of the means by which global terrorist networks are financed, and as a result the implemented policies had little impact on effectively ending such financing. Argues for specific reforms in the approach to combating financial systems backing terror.
