Civic engagement culture among young Qatari men Al-Majlis as case-study

Abstract
Youth civic participation or engagement is a form of behavior that is apparent in civil society dynamics. The participation is manifested through an array of organizations and institutions that represent the different varied interests of youth. Qatar, through its national vision 2030, aims at expanding youth capacities through civic participation which is addressed as one of the key ways to building youth capacity. However, most of the NGOs in Qatar have the dominance nature of charity and alone they don't represent youth wide spectrum of interests. Yet, the Qatari society has another form of informal organizations that the majority of youth subscribe to which Al-Majlis. Thus, this study aims at studying the unit of Majlis, which can be a type of local NGO in terms of roles and functions, to explore the possible ways of understanding its past and present role in engaging the young Qatari men civically in the society. The research attempts to answer them main question: how does AL-Majlis assist in enhancing the culture of youth civic engagement?

The significance of the research lies in the fact that youth is the present and the future asset of every nation. The developed and advanced countries around the globe put programs and investment plans for their youth. Qatar, which aims at becoming a developed country, is paying a special attention to the youth segment in the Qatari society. This interest can be obviously seen in Qatar's third human development report which focuses solely on expanding capacities of Qatari youth. This report is one in a series of theme-specific reports published to address the different facets and dimensions of human development' opportunities and challenges in Qatar. One key area of expanding Qatari youth capacities that is addressed in the report is youth participation.

Qatari youth participation is a rarely tackled or studied area; given that Qatar is a new globally-emerging society. Therefore, this research will attempt to furnish the framework for the definition and the backgrounds for what can be called the pre-requisites for civic participation or engagement. These definitions and the backgrounds are: civil society and civil society organizations. They will be rendered in the context of the point-of- emergence as well as the Qatari context. 'A1-Majlis' which can be perceived as unofficial institute or organization in the Qatari society will be studied to explore its potential role as a mean for promoting civic engagement. The study will explore the entity of Majlis' as main unit and point of gathering in the Qatari society in an attempt to describe and experiment how this frequently-visited space can be utilized in promoting youth civic participation in Qatar. For this purpose, the study will consider two known Majlises in the Qatari society: Dr.Al-Kuwari's and Al-Ibrahim's majlises.
