Abstract

Despite attempts to promote Islamic values, the National Commercial Bank (NCB) of Saudi Arabia continues to base its operations in riba transactions. NCB is converting its retail banking operations to comply with Islamic principles. Similar to NCB, the Saudi leadership needs to adopt a more firm stance on whether to develop a dual banking system or one that is completely Islamic. Saudi authorities need to establish laws and a regulatory regime specific to the needs of Islamic finance.
