Chief Executive Officer, Public Sector Group, Citigroup; New York, NY Jay Collins is currently CEO of the Public Sector Group for Citigroup. He is responsible for managing the firm's relationships with sovereign governments, municipalities, and supranational clients around the world. The Public Sector team within Global Banking provides advice and financial solutions to Social Security systems, Central Banks, Privatization offices, Finance Ministries, Ministries of Health, Education, Defense and other government and quasi-government agencies. Jay also Chairs the firm's Global Infrastructure Steering Committee, which drives Citigroup's coverage priorities in the areas of utilities, water, roads, ports, airports and other segments of global infrastructure. He is a member of the Global Banking Operating Committee. Until March 2005, Jay was Head of CEEMEA, Global Banking at Citigroup. His responsibilities included managing the coverage effort for Investment Banking, EM Corporate Banking, and Global Relationship Banking in Central and Eastern Europe, the CIS, the Middle East and Africa. Jay chaired the Investment Bank's Global EM Committee, served on the Global EM Corporate Bank Executive Committee, the European Operating Committee, and the Fairness and Valuation Committee. Prior to his CEEMEA position, Jay was Deputy Head and the senior foreigner in NikkoCitigroup's Investment Banking Division, where he was responsible for integrating the second largest Japanese Investment Bank with Citigroup's global business. He also served as Chief Operating Officer for the Latin America Region and Deputy Head of Investment Banking for the region. In addition to his deal responsibilities, Jay managed Salomon Brother's joint ventures in Brazil, Chile and Argentina. Jay speaks Japanese, Spanish and Portuguese. He has a Masters Degree from Georgetown University’s School of Foreign Service where he graduated with Honors in International Business. He is a Phi Beta Kappa graduate of Colorado College. Jay has appeared on national news, including CNN, written opinion editorials for the Los Angeles Times, and the International Herald Tribune, among others. He has spoken to such groups as the Asia Society and the World Affairs Council on International Affairs. Jay is the recipient of the Admiral Thomas Moorer Leadership Award, named after the former Chairman of the Joint Chiefs of Staff. Currently, Jay is Vice Chairman of the Board of the Center for the Study of the Presidency, Chairman of the U.S.- Pakistan Business Council and a member of the Council on Foreign Relations.
