(General Counsel & Executive Vice President, Federal Reserve Bank of New York) Baxter earned his B.A. from the University of Rochester and a J.D. from Georgetown University Law Center. He is currently the general counsel and executive vice president of the legal group at the Federal Reserve Bank of New York. He also serves as deputy general counsel of the Federal Open Market Committee. He supervises the day-to-day operation of the New York Fed’s legal group, which includes the protection function, and he also serves on the bank’s Management Committee. Baxter has also published many articles related to the legal aspects of banking and has written several books as well.
