The project is situated methodologically in foresight analysis, drawing on trend projections, path dependency perspectives, Delphi techniques, and analysis of complex adaptive systems thinking.

In light of the rise of emerging powers, an important question is an extent to which the changing global order is transforming the nature of development cooperation.
