Qatar has been undertaking large-scale infrastructure initiatives, looking forward to developing its infrastructure to enhance the momentum of it economic growth. An enhanced economic performance, geopolitical influence, and the continuous pressure from neighboring countries are leading Qatar to accomplish megaprojects such as the Hamad Airport and the Hamad Port, to create new navigating and trading paths, which would increase Oatar's independence from neighboring countries. This research is focused on roads and infrastructure governance systems. The thesis is based on a detailed study of the governance of roads as public goods in the state of Qatar. The research is based on a comparative analysis of the governance of such assets compared to other goods in the country. It discusses the infrastructural governance in Qatar, while comparing it with Turkey. For Qatar, it is essential to set in place policies to ensure the sustainability of the infrastructure in the country. The introduction of PPPs would ensure the feasibility of the project in the business aspect. The State of Qatar should have a clear strategy and plan for the development and improvement of infrastructural projects to avoid any miscalculation and unneeded projects. Future projects should be organized according to the demand and supply chain, where the private sector would not be interested to invest unless there is a demand in the market.
