Abstract

Three years on, the opposition movement in Bahrain is entrenched in inconsistent and contradictory variables. A serious willingness to ensure full implementation of BICI recommendations by its officials constitutes one of the major mechanisms of resolving the current conflict. Thus, the paper aims to evaluate the policies adopted and implemented after 2011 demonstrations, specifically the 26 recommendations proposed by Bahrain Independent Commission of Inquiry (BICI). Analysis of the mechanisms of implementation clear the discrepancy regarding claimed human rights violations and the causes of inefficiencies/ineffectiveness. The policy evaluation process consists of two phases. The first phase of evaluation investigates the weakness, strengths, and ways to reconcile the process of implementation, while the second examines what, how and why outcomes were achieved. Overall, analysis reveals that existence of violence, practiced by GOB and some opposition group: which reflects weakness in the implementation and shows dissatisfaction.
