Abstract
| A well-functioning waqf system in any economy would reduce government expenditure by fulfilling the needs for vital social services such as education, health, municipal services etc. Historical studies focusing on Ottoman budgets have confirmed that this was, indeed, so. Reduction of government expenditure, on the other hand, leads to a balanced budget, a lower rate of interest with obvious Islamic implications, higher investment and growth. Such a system would also vastly improve human capital through its positive impact on health and education as well. The question, therefore, should not be whether Muslim countries should try to restore their waqf systems, but rather on how to proceed with it. |
